This is because experts know that they need to spend some time trying to find the correct causes that originated a problem. This allows them to understand the origin of the problem, not only the symptoms. When experts understand different perspectives and view the issue through different angles, they will have more chances to make a better decision and act correspondingly.
After the Diagnosing phase of the model, it comes Establishing, Acting, and Learning.
