The political action comittee is established during a poltiical campaign. Their main duty is to collect necessary fund that needed by each candidates to achieve supports from the eligible voters. They are really powerful because they are allowerd to make unlimited expenditures independently for a certain candidate.
There are different ways of selecting candidates to choose the best for that position and one of the selection process is called compensation scoring.
Comparative scoring is used for the candidate (s) who fail more than what fails him. For example, if a candidate evaluates three different tests and the candidate fails one of the three and pass the remaining two tests.
If the selectors still select such a candidate for the role, that means the candidate is selected based on compensation scoring.
