Tina concludes that boating is the favorite weekend activity of the people in her state because 70% of her neighbors like to go boating on weekends.

She had an extremely small sample, so this most likely does not represent the entire state. Another thing to note is that she asked her neighbors, people in close proximity to her. Seeing as so many of her neighbors go boating on the weekend, we can assume that they are located close to a body of water. Again this would not accurately describe the entire state.
