Turn 3 into a fraction
3/1 x 9/10
Now multiply straight across
3x9=27 and 1x10=10
So you get
27/10 or 27/10 or 2.7

This can also be completed by simply turning 9/10 into a decimal and doing
3 x 0.9 = 2.7
