1 mole of HCl reacts with 1 mole of NaOH to form 1 mole of NaCl.

2 litres of 1 M NaOH will react with 2 litres of 1 M HCl to form 2 litres of 1 M NaCl.

Moles of NaCl in 2 litres of 1 M solution = 2 × 1 = 2 moles of NaCl.

Total volume of mixture = 7 L

Molarity of NaCl = 2 moles / 7 litres= 0.286 M

Therefore, the strength of the salt formed is 0.286 M.
