Whether from the private, public, or third sector, one of their defining traits is a willingness to commit their own resources in the hopes of a future return, including time, energy, reputation, and occasionally money.

By introducing ideas into policy arenas, persuading decision-makers to adopt them, and turning these ideas into actual policy decisions and implementation, policy entrepreneurs hope to influence policy change.
