circumference = 12in

the circumference of the base = 2πr = 12

                radius of base = 1.91in

if the stripe wind once round the can (circumference length), it will start from the radius base to the radius top.

the total length of the stripe = 2radius + circumference of can + height

= 2(1.91) + 12 + 5 = 20.82inches
