now we know that

$\frac{I_1}{I_2} = \frac{r_2^2}{r_1^2}$

$\frac{10^{-10}}{10^{-7}} = \frac{r_2^2}{15^2}$

$r_2 = 47 cm$

so now the distance from friend must be 47 cm
