A percentage is a number out of a hundred, and to get a decimal as a fraction, you simply move the decimal two spaces right, also known as multiplying by one hundred.

Alright, as we see .45 is in the hundreths, so we know that it will be out of a hundred percent, so put it over 100 (45/100) and just change it to a percentage (45%/100%)
