The formula for mean is:

Mean is the same as average.

The sum of mean or average will be larger if each students contributes more attendance.

For highest average attendance the school with higher mean should be awarded.

Hence, School N should be awarded for the highest average attendance.

If we want to stretch graph vertically we need to multiply function f(x) with a number greater than 1. By doing so we will for same difference of x get larger difference of F(x) which means function will be stretched. 

If we want to flipp over x axis function F(x) all we need to do is to multiply it by -1. Function will change its sign thus for same values of x we will get value of F(x) with oposite sign which means function will be flipped over x axis.

Looking at offered answers we can say that A and B arent answer because we didnt multiply function with number greater than 1.

That's one way to do it. Another way is just to do it all by hand. The numbers are easy enough
1.2 * 10^3 means shift the decimal 3 places right. 1 200 which is 1200
4 * 10^-1 can be handled 2 ways 10 to the minus 1 in the denominator becomes 10^1 in the numerator. Notice the sign change on the 10 when you shift if :it becomes plus! That's why you did it.

1200 * 10^1 
12000

Now you are still left with 4 in the denominator.
12000/4 = 3000. 

The first method always works. The second one gives you a better understanding of how powers work. There are other ways of doing this, but these are the two best, I think.
