So assuming pi represents 1 term or the ratio of the diameter to the circumfernce and B5 means B times 5 and not B^5

65pi=B5
divide both sides by 5
(65pi)/5=B
simplify
13pi=B

I would say technician B is probably right when talking about a construction sight. Construction sights could be worked on in storms, near power lines, or be near power sources when doing their job. It’s also heavy so in case there is wind or something when they are attempting to scale a building, it’s not as dangerous as the aluminum.
