If i am reading this question right the answer should be the south pole
GPE = mgh (for objects close to earth where g can be considered to be constant) Where m is the mass, g is the acceleration due to gravity (which the question has told us to assume is 10ms^-2), and h is the height of the object.
Substituting the values in:
GPE = 70*10*10 = 7000J
Weight = (mass) x (gravity)
On Earth ...
Weight = (1 kg) x (9.8 m/s^2)
Weight = 9.8 Newtons
Because if not it wouldn't be able to move for example if you don't eat to get the energy you need you would be weak and not be able to move as much and not be able to transport yourself to places :) hope this helps
