5 = 2/3 + 2/3 + 1/3
5 = 1 2/3

2.5 2 cup servings of flour are used. For every serving of flour, there are 2/3 cups of sugar. So, we need to use 2.5 servings of sugar, too. (2/3)*2.5= 5/3, or 1.6666.... cups of sugar.
