R-OH represents an alcohol. The functional group of an alcohol is -OH, the hydroxyl group. The hydroxyl group, -OH, is hydrophilic and makes an alcohol polar.

R is any alkali group. -OH is therefore not a hydroxyl radical or a hydroxide ion. Also R=O is not an alcohol. The hydroxide ion, OH⁻,  has one negative charge. The hydroxyl radical, OH°, has one unpaired electron.
