Around different parts of a country are low income, high income, expensive and less expensive places to live. Depending on where you live, places may be financially challenging to someone who has not worked very long and has to pay top prices on a lower salary. The longer the person works, the more money they typically make and the better living they can provide financially to themselves. If an area is over saturated, they may not be able to land a job let alone a well paying job when they first start out in their career.
