The light is not lit because the circuit is not complete.  In order to flow, electric current requires a complete path from the positive terminal of a power source (battery for example) back to the negative terminal.  This is the same reasoning as the second part, which is correctly answered.

The frequency of a light wave is given by:

f=\frac{c}{\lambda}

where
