Short answer:
b) grab a wooden broom and knock her away from the item

Long answer:
There are two options what we should do first for people being shocked, find an isolator object and stop the source (the plug) with the isolator object you found, or find an isolator object and knock the person away with the isolator object. Don't touch the source or the person directly because you might get shocked too. So it would eliminate answer c "grab her and pull her away from the item". 

"Call 911" wouldn't be the first option because it will take too long. "Heimlich maneuver" isn't for the people being shocked, it's for chocking.

So the answer is b
