The correct answer is A. The equation is not balanced because the number of atoms of each element on the left is not equal to their numbers on the right. 

There is 1 chlorine atom on the left. However, there are 5 chlorine atoms on the right.
There is 1 hydrogen atom on the left, but 2 hydrogen atoms on the right.
There are 4 oxygen atoms on the left, but 1 oxygen atom on the right
There is 1 manganese atom on the left and right side of the equation.
There is also 1 potassium atom on the left and right side.

The equation is clearly not balanced.
