\cos\theta=\dfrac1{\sqrt{17}}

Therefore

\cot\theta=\dfrac{\cos\theta}{\sin\theta}=\dfrac{\frac1{\sqrt{17}}}{\frac4{\sqrt{17}}}=\dfrac14
