I think it s none of above if we add an electron to an atom it becomes a negative ion. Lets say we have atom A And B like for example A is more electronegative it wants more electrons it pulls one from B so one electron is added and i believe it s called elctrovalency.

(core electron are the non participating electrons from the last shell b also non part electrns valence are the ones who are used to make bonds )
