To convert an improper fraction into a mixed number, you must find how many times the denominator fits into the numerator cleanly. 
58/7
=8.385
It fits in 8 times.
8*7=56
58-56=2
There is a remainder of 2.

The Mixed number would be 8 2/7.

I do nothing really complicated.

7 times what equals 58? Or is close to 58? It would be 8. 7 x 8 = 56

How far is 56 from 58? By two numbers.

So, the mixed number would have 8 wholes, and 2/7 of a whole.

If this is a true or false question, then the answer is true. This is because we technically have 365.2425 days in a year and if you add an extra day every 4 years, you get an average of 365.25. It is A LOT of math, but even though there was an extra day in 1896 and 1904, there was no leap year in 1900 because of the 400 multiple rule.
