Remember that a rectangle is a parallelogram such that all the internal angles are 90°.

Now, a rectangle is only defined by two things which are the two side lengths, so, if the two side lengths are given like in this case (the side lengths measure 3 and 5). Then all the information about the rectangle is already given, which means that we have fully identified the one rectangle, that is why we can make only one rectangle with two given side lengths.

But, there are more shapes that can be made with these side lengths, we could have a rhombus with side lengths of 3 and 5, where the difference between the rhombus and the rectangle is that the internal angles of the rhombus are not necessarly equal to 90°.

Concluding, we can only make a rectangle because it is fully determined with the two side lengths, and we can make more than one unique parallelogram because we can make a rhombus with the given side lengths.
