The speed of the EM wave is given by c=\frac{1}{\sqrt{\mu _0\varepsilon _0}}

As the value of \mu _0 and \epsilon _0 is different in different media so the speed of EM wave is also different in different media

So the velocity of EM wave will not be same in air and water
