First multiply everything by 27

-  \frac{4}{9} x =  \frac{16}{27}  =  \\ 27 \times ( -  \frac{4 }{9}x) = 27 \times  \frac{16}{27}

Then approximate the terms with 27 if it's possible (27 and 9) (27 and 27)

3 \times (   - \frac{4}{1} ) = 16

So now multiply again

3 \times ( - 4) =  - 12

And you have

- 12x = 16

x =  -  \frac{16}{12}  =  -  \frac{4}{3}
