When you see a power supply labeled "850 Watts", that means it's capable of delivering 850 watts to its output. In order to do that it must use more than 850 Watts from the wall outlet. We don't know exactly how much without seeing the power supply, but we know it's going to use more than its output.

I think that is clearly in the name. It will use 850W at 100% load if the cos¿ = 1

Find ds/dt when x = 8 and dx/dt = 16
ds/dt = -24/x² dx/dt
ds/dt = -24/(64) * 16
ds/dt = -6

So length of shadow is decreasing at rate of 6 m/s
