Yes it does, all you have to do is plug in the values and you will be able to figure it out

You should solve for y= mx+b and then plug in the coordinates for x and y.

if u solve for y= mx+b you will get 3x+7=y

then you plug in (-3,-2) for x and y
and (1,10)

you will get that both coordinates do in fact pass through 3x-y=-7
