The way it is written, does not lend itself to an answer. I suppose the closest is A.

7 cm = x Cross multiply

x = 7 * 10

x = 70 m/s

This problem suffers from the same thing that 7 does. The wording doesn't lead to any answer that is correct. The speed is wrong by a factor of 2 and the direction is is oK at 17o North of East. You are not going to get many answers to this that are in agreement with what you have been given.
