I think the answer is 3. the number of Spanish students is 1.5 times the number of french students, because when you divide 3 by 2 you get 1.5, or you can do a test,
if there are 100 students, the number of french students are 40, so the number of  Spanish students should be 60,
you can get it by multiplying 40 by 1.5 
40×1.5=60
