In a nutshell, a scientific law predicts what happens while other laws devised by people usually proposes why certain things happen.

Explanation:

A scientific law is one that predicts the results of certain initial conditions. In order words, it predicts what will happen when certain conditions are fulfilled. A very good example is Newton's 3 laws of motion where like the third law which says to every action, there is an equal and opposite reaction or like in the first law which says a body at rest will remain at rest unless it is acted upon by an external force.

Whereas, other laws devised by people usually provides the most logical explanation as to why things happen the way they do. For example explaining why some children develop certain peculiar health issues when they are newly born.

In a nutshell, a scientific law predicts what happens while other laws devised by people usually proposes why certain things happen.
