Answer: Wheel and axle

Explanation:

Wheel and axle is the best answer. Technically that's not the primary part that steers a vehicle though. A pulley is in the engine and I've never heard of wedge and first class lever. The question isn't too clear, but yea, I would pick ii if I was in your spot.
