Am ammeter is connected in series with the external resistance to measure its current while the voltmeter is connected in parallel to an external circuit to measure the potential difference across it.

It must be noted that it isn't possible to connect the voltmeter across the electromotive force in the absence of internal resistance.

Also, in measuring current across an external resistance, the galvanometer is connected to a low resistance element called shunt in order to be able to detect a minute current flowing through the load which can not be detected ordinarily by an ammeter.
