Mass =70 ( Mass of protons=1 ,Mass of neutrons =1, Mass of electron =0.0005(can be ignored))
Therefore, 40 +30=70
Charge= -2 ( it is taking in/attracting electrons to its shell) base on the proton number you are able to identify if it is attracting or releasing an electron, if the electron number is more than proton number then it is attracting therefore resulting in a negative charge vice versa for releasing an electron.

Molality:-It is a measure of the concentration of a solute in a solution in terms of amount of substance in a specified amount of mass of the solvent

Therefore,  

Molality = moles solute / kg solvent  

Therefore kg solvent = moles solute / molality  

moles solute = mass / molar mass  

= 25.31 g / 101.1 g/mole  

= 0.2503 mole

kg solvent = 0.2503 mole / 0.1982 m  

= 1.263 kg  

= 1263 g

This is the required answer.

The same will happen if litmus paper is used instaed. If the paper turns blue/purple/black it means that the substance is an alkaline. If the paper turns red/orange/yellow it means that the substance is an acid

If the substance or the litmus paper turns green it means that it is neutral (It has the pH of 7)
