In essence, it establishes that power in the hands of the government comes from what is given to it by the law, and limited also by the law, and also by the rights of individuals, which are protected by said law. As such, when Leslie has the power to select the person she wants, or consider is best, to govern her city, she is limiting the power of the government to impose who would be best as leader. Leslie´s individual right to choose her leaders is a clear example of the law restricting the government and placing individual rights above those of the state.
