The question says:
4(x) +3 = 2(x) + 9 
so now you need to find x
first you should add -2(x) on both sides of the equation and then add -3 on both sides:
4(x) - 2(x) = 9 - 3 
2(x) = 6
now you can divide both sides by 2:
x = 6/2 
x = 3 :)))

Four times a number (we are gonna make that be "x") increased by 3 would be 4x+3 it says it is the same as (means it is equal to) twice the number (2x) increased by 9 (+9) so the full equation would be 4x+3=2x+9
You have to solve for the number (x).
4x+3=2x+9
-2x -2x (Have to get the x's to one side)
2x+3=9
-3 -3 (you have to get the numbers on one side too)
2x=6
/2 /2 (to get x alone)
X=3 (the number is 3)

That's because the minimum value is the least value that you can get by substituting the domain and the maximum value is the largest value that you can get by substituting the domain as well.

Now we don't talk about domain here, we talk about range. See the attachment! You are supposed to focus on y-axis, plane or vertical line. See how the minimum value of function is the negative value while the maximum value is positive.

That means any ranges that don't contain the negative values are cleared out. (Hence A and C choices are wrong.)

Next, range being set of all real numbers mean that graphed functions don't have maximum value or minimum value (We can say that both max and min are infinite.)

Take a look at line graph as an example of range being set of all real numbers, or cubic function.
