According to given data,

We know that,

The potential is defined from coulomb's law

V=\dfrac{Q_{1}}{4\pi\epsilon_{0}r}

V\propto\dfrac{1}{r}

If r decrease then V will be increases.

If V decrease then r will be increases.

Since, V is increases then r will decreases that is moving Q₁ closer  to Q₂.

Hence, Moving Q₁ closer to Q₂.
