Epimysium is the deepest connective tissue layer around a muscle and literally means "under the muscle" is a false statement. Epimysium is the outermost layer that literally means to cover "over or above a muscle".

Explanation:

Epimysium is the outermost covering layer of connective tissue that covers and surrounds the muscle (with all the fascicles bundled together) completely.

This is made up dense but irregular type of connective tissue.

The epimysium is a specialized fascia with elastic type of tissue and protects the muscle against any friction against bones or other muscles.

The epimysium contains collagen fibers, fat cells, nerve fibers and capillaries.

The perimysium covers each muscle fascicle. The innermost or the deepest layer is the endomysium which covers each muscle fiber.
