Because they don't have to be fast. plus their herbivores so they don't have to chase their food.

Answer:

Turtuless are slow because they don't have to chase there food around like many other animals. Turtles only get plants and I think we would have a problem if the plants were running. There also slow because they don't have to run away from predators.
