I might be against the construction of high-rises in my neighborhood and I can vote for authorities that claim they will protect the current zoning laws prohibiting high-rise development in my areas.  2) Property taxes are another issue.  I might support raising property taxes if they will go to improvements in education in my district for example.  3) Bylaws are another area I can perhaps influence by choosing for whom I vote. The candidate might promise to take a stronger position on the ownership of certain dangerous breeds of dogs in my city, for example.
