Rate for Landon: \frac{64shots}{18holes} = 3.56 shots/hole
3.56x \leq 100*4x \\ 3.56x \leq 400x  \\ \frac{3.56x}{3.56}  \leq  \frac{400x}{3.56} \\ x  \geq 112.36 \\ x = 113
