Lands were being seized and veterans were being imprisoned for their continued inability to pay. Petitions by the veterans and farmers to the Massachusetts legislature had largely gone unheard, leading to the formation of rebellion groups demanding swifter action to their financial problems. More than 4,000 protesters participated in the movement, many calling themselves 'Shaysites' or 'Regulators.' The issues of the rebellion made President Washington and the federal government more aware that the Articles of Confederation had severe weaknesses that needed revising.
