At first glance, the question doesn't seem to make any sense.
But we quickly recognize that it's actually a little word-play
with metric units. 

Apparently, a 'microphone' is a millionth of a phone = 10⁻⁶ phone.

With that assumption, we can go ahead and play the game:

1 whole phone = 10⁶ microphones

10⁻² phones  =  (10⁻²) · (10⁶ microphones)  =  10⁴ microphones .
