When the policies are written into state constitution they become harder to change. Policies now  require a new constitutional amendment. Constitution amendment is the policy to change the constitution. It is usually interwoven with the policy that was before in the constitution. In most of the cases, the amendment is not so easy to enacted unless it is passed a specific procedure. that more reliable and valuable than ordinary constitutions. There are many differences between jurisdictions to another in the way that when the constitution amendment was written in the same way as it was in the law.

Explanation:

It is a system to remain opens all the exit door of a building. So that if any chance any accident occurs public can rush through it and save their life. It is called open policy and the word fail is attached with it to denote the occurrence of fire. If fire take place that is the failure of management part.

And to avoid major disaster to remain open the door is the strategy. That's why it is named as fail open policy. For e.g. if in any shopping mall fire set up it will take time to reach fire brigade there. Before that to save life fail open policy should be followed.

So the disadvantage is that shareholders are double taxed on earnings from shares selling and dividends receipts.

Advantages include:

Limited liability and easily transfering the ownership of shares that you own are one of the best advantages from the investor's point of veiw. From company's point of view it can easily raise finance and enter any market which to take the benefits of tax relaxations.
