When the policies are written into state constitution they become harder to change. Policies now  require a new constitutional amendment. Constitution amendment is the policy to change the constitution. It is usually interwoven with the policy that was before in the constitution. In most of the cases, the amendment is not so easy to enacted unless it is passed a specific procedure. that more reliable and valuable than ordinary constitutions. There are many differences between jurisdictions to another in the way that when the constitution amendment was written in the same way as it was in the law.
