Well it says 1 cup of sugar (S) for every 20 cookis (N) is like saying the amount of cookies(N) is increased by a factor of 20 times the cups of sugar (S) used. which can be written:
cookies(N) = 20 * cups sugar (S)

So you just get rid of the words and use the variables S and N and get

N = 20S

that is the equation. to graph it just plug in a few numbers for s and get the n. It's just like x and y but where x is S and y is N
