Answer: Closes.

Explanation: A television needs electricity for power but just  connecting to a power source doesn't make a television work. We need to switch it on as well. When the television is in off mode, the power is being supplied but in an open loop circuit and hence its off or inactive.

When we turn on the television, the circuit gap is closed as a part of our action and thus the current begins to flow thereby switching on the television. Hence, to power on a television, the circuit needs to be closed.
