Explanation:

The dipole moment is formed when there is a separation of charges in a chemical bond. The electrons of the bond tend to be more localized near the more electronegative atom.  

The electronegativity of chlorine atom = 3.0 and electronegativity of carbon atom = 2.5

Therefore, chlorine is more electronegative than carbon. So, the electrons tend to be localized more near the electronegative chlorine atom. <u>Therefore, the direction of dipole moment is C→Cl and electronegativity difference is equal to 0.5.</u>
