This is called Coastal Erosion and it is a combination of wind, tides, waves action on the shoreline. Beach ecosystem is constantly changing due to these circumstances and that is why these regions need special protection. In the US, Pacific coast of North West is a great example of this phenomenon.

There is a following question that is the state law going to prevail over federal law of if the person can get more out of the state law. The answer is no because when the state and federal laws disagree, a concept called <em>supremacy clause</em> comes to light. According to supremacy clause, federal governments is the winner in these conflicting situations. It shows that federal law prevails over the state law.
Well personally, I think that the plastic manufacturing will be a big problem in the environment, because plastic is non-biodegradable. We already reached the limit of plastic the world can hold in August of 2017.
Since plastics aren't able to disintegrate, I'm sure many plants, animals, and humans will die because they've eaten plastic particles. 90 percent of our water has plastic in it, even if it's "filtered", and even if you can't see it. As I said before, plastic is biodegradable, which means it doesn't compost, but slowly breaks into smaller and smaller pieces.
