I think so because if she/he has 100 gallons and she/he drives 35 miles than she would have to waist but still have some gas left to use

100 times 35=3500  
She can go 3500 miles on the free gas.  
She can go round trip to see her cousin on free gas because 1650+1650 is less than 3500
