I would say A) Cathy is addicted to cigarettes. All of her friends smoke.

Cathy is really the only one doing something easily avoidable. Paul might be able to move and therefore avoid disease or injury, but moving is expensive. If Cathy quits smoking she will lower her risk of lung cancer, and she will no longer have to spend money on cigarettes.
