This is basically a physics problem that requires you to know v=s/t. The question asks for the velocity of each racer and you are provided with how many laps they made (s) and the time it took them (t). Therefore it is just a matter of you calculating these.
35/84= 0,416666666666667
42/96.6= 0,434782608695652
38/102.6= 0,37037037037037

Now because we used laps as the unit for s, DO NOT PUT ANY unit of measurement after it. This is just a good way of comparing one to another.

As you can see the fastest of them all should then be Evans.
