Equilibrium favours backward, so NH3OH⁺ is giving H⁺ so  NH3OH⁺

So CH3NH2 reacts with NH3OH⁺ to give NH2OH it implies that the H+ is transferred from NH3OH⁺ to CH3NH2, so here the strongest acid is NH3OH⁺. strongest base will be: CH3NH2.
